Inmate Messaging
If you wish to send documents, photos, and mail to inmates, we now have a quicker and more efficient method using our new Inmate Messaging system. In order to use the Inmate Messaging system you will need to go to www.NCIC.com and set up an account. You can then easily send messages to an inmate for expedited approval and release to the inmate. You can also take a picture of any documents and attach it to these messages. Letters are only $0.25 per message, and Picture Messages / Documents are only $0.35 per picture. This is much cheaper than postage, envelopes, and the time it takes to mail a letter, and the inmate will receive the message and/or picture more efficiently than sending through general mail. There will be no limits on how many messages and photos you send to the inmates.
Inmate Mail
If individuals still wish to write a physical letter, it must be addressed to the Mail Processing Center in Texas to be scanned and digitized. Inmates will receive an electronic copy. All incoming mail must be sent to the following address:

- All envelopes and mail must include the inmate’s name, Inmate Account number, and a return address. The facility will accept only mail within 8.5 inches wide x 11 inches tall.
- Mail sent to inmates must contain NO MORE THAN 5 PAGES. Anything over five pages will NOT be sent to the inmate and returned to the sender.
- The scanner will enter all mail into the system front side only. Do NOT write on the back of pages. Any correspondence with writing on the back will be returned to the sender.
- Inmates may receive a maximum of 1 photo per mailing. If more than one photo is mailed, we will return the entire letter to the sender, and nothing will be scanned in or delivered to the inmate.
- We will accept no legal or medical mail. You must send legal and medical mail to the facility where the inmate is housed following J Reuben Long Detention Center Mail Guidelines.
- No magazines, newspapers, bulk mail, or books will be accepted at PO Box 591, Longview, Texas 75606 , and they will be returned to sender. You must send these items to the facility where the inmate is housed following the J. Reuben Long Detention Center Mail Guidelines.
Once the mail is received for processing, our team will scan it in at the central processing location. The mail will be sent to the inmate electronically via the same messaging system referenced above. The inmate can then view it on the kiosk in their housing unit.
There will be no exceptions for receiving mail that does not follow the above guidelines.
“WARNING”
Any mail sent to PO Box 591, Longview, Texas 75606 for processing will NOT be returned or released. Once the mail is processed and received electronically by the inmate, it will be destroyed; this includes pictures or anything else mailed to the processing facility. By sending the mail to PO Box 591, Longview, Texas 75606 , you agree to the items being destroyed and understand that anything you mail to PO Box 591, Longview, Texas 75606 will not be returned or reimbursed.
Publications
Publications (books and magazines) may be received at the facility for an inmate, as follows:
- Up to three (3) publications per shipment (1 per week) can be mailed to any inmate. The package must be addressed with the inmate recipient’s full name, Account Number, and the address of the J. Reuben Long Detention Center.
- The publication cannot exceed 8 ½" x 11" in size. (An exception will be made for newspapers.)
- The publication must originate from a publisher or nationally recognized distributor and must be purchased for direct delivery to an inmate by a family member or friend. No publications will be authorized from a second-hand distribution center or publisher and will be returned to sender.
- The publication must be new (not used) and received in its original packaging. (NOTE: No second-hand books will be authorized nor will books sent by a second-hand publisher/ distribution center.)
- The publication must be in paperback format. No other format will be accepted at the detention center.

Inmate Telephone System
General Population inmates have access to telephones each day. The system is programmed for outgoing collect calls or debit calls. All calls are subject to monitoring and recording.
