In 2019, Horry County Council approved a Comprehensive Plan known as IMAGINE 2040, a vital policy document that shapes our community's growth, development and resilience. 

Horry County is in the process of reviewing the plan, which is required by the South Carolina Planning Enabling Legislation (South Carolina Code of Laws).

It serves as the long-term blueprint for our county, guiding land use, infrastructure, housing, economic development, and more. 

This review of the adopted Imagine 2040 plan is a key opportunity for all residents, businesses, and stakeholders to share their thoughts and feedback on how we can best move forward as a community. Your input will directly influence the policies, strategies and actions we take in the years ahead. 

Key Focus: Resiliency Element 
A major component of this review is the incorporation of resiliency—ensuring that our community is equipped to handle environmental, economic and social challenges, including climate change, natural disasters and growth pressures. In compliance with South Carolina state law, this plan includes strategies to build a more resilient future, making our county more adaptive and sustainable for all residents. 

We encourage you to be part of this important process by submitting your input. How to Participate:

From July through September, the public has the opportunity to take a brief online survey focused on housing, transportation, development, and more in Horry County.

In August, staff will hold an open house event to present progress on the plan and gather public input. Horry County will update you when a date and location for this event are available.

The five year review of the Comprehensive Plan is anticipated to be introduced to Planning Commission in October, and to County Council in November.
