General Job Description

Under general supervision, this position performs a variety of complex and routine administrative, accounting, and bookkeeping tasks in a customer service–oriented environment. Responsibilities include auditing and reconciling monthly insurance, maintaining billing and payment collections, managing retiree insurance data and files, and assisting with payroll and related reporting.

Duties for this Position
  • • Reconcile monthly PEBA bill (retirees, COBRA, and active subscribers) to ensure accurate billing.
  • Audit PEBA active subscriber records against payroll deductions for accuracy.
  • Prepare GL journal entries to record active, retiree, and COBRA expenses by fund.
  • Maintain and audit retiree healthcare member records and balances.
  • Correspond with retiree healthcare vendors regarding monthly changes, HRA amounts, and bank reconciliation.
  • Reconcile GL balances to the retiree bank account monthly.
  • Collaborate with HR staff regarding employee insurance overpayments/underpayments.
  • Set up non-benefit payroll deductions (e.g., levies, garnishments, supplemental retirement) and notify employees as required.
  • Reconcile and balance payroll-related general ledger accounts.
  • Prepare and analyze biweekly, monthly, and quarterly reports, including retirement, employee payments, and AP requisitions.
  • Generate and send recurring monthly invoices (rent, insurance reimbursement, magistrate reimbursement).
  • Collect and record payments (checks, ACH) for sales tax, consulting agreements, franchise fees, and other revenues.
  • Process and track COBRA insurance invoices; communicate payment summaries to HR.
  • Assist with annual retiree insurance audit and preparation of GASB reporting data.
  • Develop and maintain documented procedures for assigned tasks.
  • Perform other duties as assigned.
Position Minimum Requirements
  • Associate’s degree in business, finance, or accounting.
  • Three (3) to five (5) years of bookkeeping and accounting experience, or an equivalent combination of education and experience.
  • Strong attention to detail with excellent organizational skills.
  • Proficiency in Microsoft Excel, Word, and other financial software.
  • Ability to analyze and reconcile complex financial data accurately.
  • Strong written and verbal communication skills.
  • Ability to maintain confidentiality of sensitive information.
  • Demonstrated problem-solving skills and ability to meet deadlines.
  • Strong customer service orientation and ability to collaborate across departments.
  • Experience working with government, public sector, or payroll accounting systems (preferred).
