General Job Description

GENERAL STATEMENT OF JOB An attorney duly licensed and in good standing in the State of South Carolina, preferably with at least five (5) years’ experience in the practice of law, who is able to deal effectively with people, is adept at problem solving and problem avoidance using legal and practical approaches to a variety of situations. Assists a variety of departments, boards, commissions, committees and agencies of County Government, elected and appointed officials. Prepares written memoranda and oral opinions, and provides legal representation and attendance at various types of public meetings and administrative hearings. Knowledge of and experience in matters of land use, employment, condemnation, or government a plus. Mediation experience a plus. Is under the supervision of the County Attorney and County Administrator.

Duties for this Position
  • Performing as an integral part of the team of attorneys in the County Attorney’s Office, which Office provides in-house legal advice and counsel to the County Council, the County Administrator, Division Directors, County departments, offices, boards, and committees.
  • Drafting of memoranda, ordinances and resolutions, negotiating, drafting and reviewing contracts, and handling some amount of litigation, including at the Administrative Court level.
  • Advising staff and County officials on the application of various County ordinances, state and federal laws and on policy matters and issues, handling contract administration and disputes.
  • Maintaining effective working and administrative relationships with the various departments, boards, courts, offices, etc. that the Office of County Attorney deals with.
  • Attending meetings of relevant agencies and organizations, when appropriate, and collaborating with various organizations, other Counties and Municipalities in proactively seeking passage of State laws that would be beneficial to the County.
  • Attending Council meetings, committee meetings, public hearings, or any other meetings related to the job to provide legal advice, direction on parliamentary procedure, and on proposed courses of action or policy questions.
  • Analyzing facts and applicable law, regulations, policy and other precedents to determine appropriate and permissible solutions to issues handled by the Office of County Attorney.
  • Maintaining a working knowledge of current county ordinances, relevant State laws, and regulations in conjunction with processes, programs and policies for the organization.
  • Responding to constituent complaints and issues as appropriate; following up regarding complaint disposition as necessary.
  • Performing liaison activities to other local, State and Federal agencies and organizations.
  • Performing work during emergency/disaster situations.
  • Performing related duties as may be required.
Position Minimum Requirements
  • Juris Doctorate degree of Law from an accredited college or university and admitted and licensed to practice law in the State of South Carolina. The issue of actual or potential conflicts of interest will be carefully considered when reviewing applications.
  • Must have completed all Rule 403 requirements.
  • Prefer at least five (5) years of legal experience.
  • Experience working with or for local government is preferred, but not required.
  • Must be able to pass the required pre-employment physical and background check.
