General Job Description

Under general direction of the Assistant County Administrator, the Director leads and manages a results driven team to provide information technology and GIS support to all County Departments by maintaining high levels of customer service with a primary goal of keeping systems operational and secure; implements continuous process improvement strategies; designs, manages, supervises, plans, and directs the activities of the County’s information technology systems; provides highly technical and responsible staff assistance to the organization in the areas of IT/GIS; serves as a liaison between the user departments and vendors; and provides relevant information for decision making and project updates to the County’s technology steering committee.

Duties for this Position
  • Supervises personnel of the IT/GIS Department; assigns workloads and establishes work schedules with deadlines; monitors and facilitates timely completion of projects in accordance with deadlines; and directs and supervises duties of assigned staff. Supervisory duties include but are not limited to: instructing; assigning; reviewing and planning work of others; maintaining standards and performance metrics; coordinating activities; allocating personnel; selecting new employees; and recommending employee discipline.
  • Ensures a high level of customer service is maintained through prompt, courteous, and accurate response to customer requests; mentors and manages response to customer requests; creates a plan for measuring, monitoring and improving customer service.
  • Manages complex projects from beginning to the end while maintaining the schedule and budget. Demonstrates strength in streamlining complex projects to ensure steady progress and keeps the team focused on achieving the project objectives.
  • Identifies solutions that provide options to utilize the County's existing infrastructure/assets through enhancing our current investments rather than investing in new assets.
  • Manages infrastructure, including servers, routers, switches, PCs, laptops, printers, cell phones, and fiber.
  • Encourages organization-wide systems thinking to enhance operating efficiencies and assists all County departments in identifying more cost-effective means of operating through leveraging technology.
  • Responsible for the assessment of system needs, training of users and department personnel in the use of computer hardware and software, and designing long-range strategies for meeting computer system needs. Must recognize and evaluate problems in a prompt and efficient manner, and be innovative in creating solutions with a budget minded approach. Must be able to implement the solutions in a prompt manner to keep task on schedule and reduce delays.
  • Responsible for the overall management of the county’s technical infrastructure, budget planning, strategic planning for future growth, and serves the county staff by resolving technical problems.
  • Plans for budget needs for operating and capital expenses/projects, including proactive identification of costs to mitigate potential risks.
  • Makes presentations to Administration, Department Heads and coworkers; keeps up-to-speed on latest options and available technology to ensure the county is taking advantage of relevant technologies.
  • Identifies projects and priorities and develops project plans. Assigns tasks within those plans with detailed documentation and timelines. Manages vendors to ensure deliverables are provided to fit timelines. Ties projects to budget line items. Develops capital projects that fit long-term strategic plan.
  • Prepares and controls the department annual budget, including researching most cost-effective method of procuring items; assists County departments in budget allocation for computer hardware and software needs. Recommends and approves all purchases related to IT/GIS.
  • Responsible for contract management to ensure that the County’s resources are spent effectively and equipment purchases are placed in service in a timely fashion.
  • Consults with department employees to assess computer needs, recommends software and obtains quotes for computer purposes while maintaining a working knowledge of all departments’ operations in order to effectively address County departments’ system needs.
  • Coordinates with the County Emergency Management Department in the preparation and administration of an emergency management plan for providing needed information and access to data during natural disasters, including but not limited to, hurricanes, hazardous material spills, homeland security and other potential emergency occurrences. Required to be present at the County Emergency Operations Center during emergency events.
  • Attendance and participation at County Council meetings, as applicable.
  • Interacts and communicates with various groups and individuals such as the County Administrator and Assistant County Administrators, County Council, County employees, Elected Officials, news media, and the general public.
  • Other duties assigned as related to the position.
Position Minimum Requirements
  • Requires a Bachelor’s Degree in information systems; Master/s degree preferred; or an equivalent combination of education, training, certifications and experience that provides the required knowledge, skills and abilities.
  • Minimum of five years in a similar senior supervisory position.
