General Job Description

Under general supervision, assists in implementing a program of assessment and reassessment of all property in the County, for ad valorem tax purposes, through the capture & collection of physical property data, measurement of all residential and commercial improvements, and the creating of land accounts throughout the county to include new subdivisions. Routinely handles assignments on an independent basis. Preforms property listing processes as a result of reassessment, new construction, deed changes, parcel splits, etc. Reports to the Field Supervisor.

Duties for this Position
  • - Working knowledge of mathematics. - Working knowledge of construction principles. - Considerable knowledge of state and local ad valorem tax. - Considerable knowledge of method, principles and techniques for real property valuation. - Assist Treasurer’s Office Delinquent Tax Department with posting Tax Levy notices annually. - Considerable knowledge of requirements of Department of Revenue and proper use of all tax related forms. - All other duties assigned related to position.
Position Minimum Requirements
  • MINIMUM TRAINING AND EXPERIENCE Associate’s degree in business, mathematics, real estate or a related field, supplemented by three to five years of experience in real estate, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities to coordinate and develop proper listing procedures for Ad Valorem tax purposes. Must possess a valid South Carolina driver’s license. NECESSARY SKILLS Physical Requirements Must be physically able to operate a variety of machines and office equipment including a computer (desktop and/or iPad), basic office equipment, telephone, vehicle, etc. Must be able to exert up to ten pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Occasionally requires standing or walking for extended periods of time. Language Ability Requires the ability to read a variety of zoning maps, policies and procedures, state statutes, correspondence, etc. Requires the ability to prepare or review appraisal reports, memos, production reports, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence. Knowledge Requirement Requires thorough knowledge of the state and local tax laws, principles, methods, and techniques of real property valuation. Understands requirements of state Department of Revenue and proper tax related forms used by appraisers. Has good geographical knowledge of the County. Has considerable knowledge of regulatory permits and requirements regarding the operation of the Assessor’s office. Is able to perform necessary inspections of property to determine the conformity with standards and requirements as related to the operations of the department. Has the ability to compile, organize, review, analyze, and maintain various records, reports, forms, and related information in an effective manner. Is able to read, understand and complete written requests and work assignments. Has comprehensive knowledge of the terminology used within the department. Understand computer terminology as necessary in the performance of daily activities. Has the ability to estimate time, materials and supplies required to complete various routine activities. Ability to communicate effectively with others both in person and over the phone, good organizational and human relation skills, and is able to provide effective supervision to employees as necessary. Has the ability to offer training and assistance to co-workers and employees of other departments. Has the ability to perform duties under stressful conditions related to meeting tight deadlines, dealing with irate taxpayers, and performing work that requires constant attention. Additional requirements include the ability to apply common sense and make independent judgments, knows how to operate various equipment and machines, able to complete mathematical calculations as needed, has computer skills, and is able to learn and utilize new skills and information to improve job performance efficiency.
