General Job Description

Under minimal supervision, is responsible for planning and directing comprehensive recreation and community outreach programs to best meet the needs for the Parks and Recreation Department at the designated Recreation location. This Community Center Supervisor will manage one of the soon-to-be-built Recreation Centers in the rural portion of Horry County The Community Center Supervisor develops professional relationships with community groups and individuals to foster strong partnerships. This individual is a creative and enthusiastic person who enjoys seeking out new ways to engage community members who do not currently utilize County recreational services. The Community Center Supervisor plans, manages, and directs activities of assigned staff at the designated Community Center in order to ensure the efficient daily operation and maintenance of the facilities, programs, and community outreach. Ensures all work is conducted within budgetary constraints and according to County Policy, codes and standards of quality. Duties for this Position
  • Directs and oversees all activities of the Community Center. Assures that the Community Center is opened and secured each day at the appropriate times. Ensures proper operation and maintenance of the Community Center and equipment inside and makes sure that the Center is in compliance with safety policies and procedures. Leads classes and activities as necessary. Supervises all set-ups for rentals and special events. Prepares monthly calendar that reflects on all activities of the Center and submits calendar to Supervisor on a monthly basis. Initiates and supervises safety measures for all activities.
  • Supervises subordinate Parks and Recreation personnel, assigns their work loads, and establishes work schedules; directs and supervises duties of assigned staff to include, but not limited to instructing, reviewing and planning the work of others; maintaining standards; coordinating activities; allocating personnel; selecting new employees; acting on employee problems and recommending employee promotions, discipline and discharges.Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed. Recruits and supervises volunteers and instructors; supervisory duties include assigning, reviewing and planning work of others; maintaining standards; coordinating activities; selecting new employees and acting on employee problems. Offers training, advice and assistance as needed. Responsible for reasonably completing subordinate staff duties in the event those staff cannot or reasonably complete their tasks.
  • Maintains responsibility for all expenditures and income as deemed appropriate by the department. Determines equipment needs and makes routine purchases with approval from Supervisors. Receives and receipts registration fees for programs. Performs general clerical duties as needed, including typing reports and correspondence, copying and filing documents, etc. Monitors and enforces policies regarding the use of the public building and park lot. Occupancy rate is enforced during all times including rentals.
  • Receives reviews, prepares and/or submits various records and report including accident reports, invoices, job applications, newspaper copy, attendance records, program evaluation reports, memos correspondence, maintenance logs, technical analyses, budget documents, financial statements, accident reports, job applications, performance appraisals, work orders, incident reports, cost estimates, bids, contracts, inspection reports, invoices, specifications, special project reports, memos, etc.
  • Plans and directs a comprehensive County recreation program. Conducts surveys and evaluates current programs and facilities to help determine the leisure needs of the designated Community within Horry County.
  • Coordinates programs and activities with other departmental divisions, County agencies, community organizations and the general public. Interacts and communicates with various groups and individuals such as Recreation Director, co-workers, instructors, volunteers, other County Department Directors, managers and employees, participants, consultants, sales representative, civic and community organizations, professional peers and the general public.
  • Works with community and governmental leaders to enlarge Center activities by promoting community awareness of available programs and special events through speaking engagements, new releases and approved media interviews; answers the telephone and provides information to the public regarding programs at the Community Center.
  • Respond to emergency calls as necessary. May be required to work non-traditional hours including nights and weekends.
  • Is able to develop, interpret, and apply policies and procedures. Has the ability to communicate and interact with people from a very wide variety of backgrounds as well as education levels.
  • Has the ability to make sound, educated decisions. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Has skill in the use of computers, email, office programs, and learn new programs as needed. Knowledgeable of the required records, charts, documents, and related information required by the County and is able to maintain proper data and information as required.
Position Minimum Requirements
  • Bachelors Degree in Recreation or related field required. 2-3 years of recreation programing or equivalent combination of training and experience required. 3 additional years of supervisory experience required.
  • National Recreation and Parks Association Certification preferred. OR has combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job.
  • Must be able to pass the required pre-employment physical and background check.
  • A South Carolina or North Carolina Driver’s license. First Aid, AED and CPR certification or required within 6 months of employment.
