General Job Description
Under general supervision, performs professional work to coordinate efforts to rehabilitate housing units. Work involves gathering information; taking photographs; performing in house estimates for the rehabilitation or the demolition and replacement of sub-standard structures, mostly homes; obtaining bids from qualified contractors; organizing and arranging bids; supervising contractors; documenting all changes; and maintaining files. Reports to the Construction Manager.

- Under general supervision assists in conducting initial inspection of homes to be repaired, which includes determining major structural deficiencies, estimating approximate cost to repair, and photographing homes and code deficiencies.
- Assists with preparing a work write-up when grant funding is secured and a Public Body Estimate for each unit to be rehabilitated to ensure that all items are included in the scope of work. Ensures that all prescribed work is addressed
in order to meet code and grant requirements.
- Assists with estimating cost of demolition and/or replacement; determines cost reasonableness to evaluate if
rehabilitation is feasible.
- Assists in reviewing contracts between the homeowner and contractor to ensure compliance in the following areas: verify verifies that contractor is not on the federal debarment list; verifies that contractor has a current SC business license;
verifies that contractor has current liability and vehicle insurance; and verifies that permits are pulled and closed properly.
- Through coordination with the Procurement Department, assists in issuing invitations for bids for construction jobs which
includes maintaining a list of qualified contractors, notifying contractors of bid opportunities, conducting pre-bid walk thru with potential bidders,
organizing bid dates, and distributing work write up and bid packet to contractors.
- Conducts and/or participates in bid opening and ensures all parties sign in at bid opening; maintains minutes; collects bid packets; opens and reads all bids aloud; determines the apparent low bidder; analyzes all bids; checks for irregularities, calculation errors, etc.; prepares bid opening record to notify bidders of results.
- Assists in arranging and conducting pre-construction conference and contract signing with homeowners and contractor, which includes reviewing work to be done and explaining the three day right of rescission.
- Participates in weekly job site inspections; completes inspection report with pictures; ensures project is completed within specified contract time period.
- Assists in preparing, approving, and executing all change orders with homeowner and contractor, including preparing of the public body estimate.
- Assists in reviewing and approving all contractor’s requests for payment to ensure accuracy and that work has been completed. Calls for inspection by funding agency, if necessary for payment.
- Participates in conducting final inspection and punch list; submits punch list to contractor; inspects completion of punch list items; submits final invoice for payment when deemed complete.
- Acts as the liaison on dispute resolutions and defects in any warranty items.
- Helps with the closing of construction files by meeting with contractor and owner to sign forms, explain warranties, and secure all release of liens.
- Maintains files for each construction job that includes, but is not limited to, the Work Write-ups, documentation of homeowner contracts, public body estimate, pictures, bids, contract, change orders, checks/payments to contractors,
warranties, and lien information.
- Prepares and/or processes various records and reports such as name of homeowner, public body estimate, list of work, and contractor quote list.
- Refers to dollar amount of grant, dollar amount of public body estimate, change orders, contract, daily inspection report,
policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.
- Uses a variety of tools such as computer, calculator, digital camera, transit stand, tester, etc.; a variety of supplies such as code book, general office supplies, etc.; and a variety of computer software such as Microsoft Office Suite, Adobe, etc.
- Interacts and communicates with various groups and individuals such as the Community Development Director, Community Community Development Department staff, contractors, building inspectors, homeowners, and the general public.
- Assists Community Development Director and Community Development staff with grant administration on other projects which involve construction/demolition, as requested.
- Performs general administrative/office duties as required, including typing reports and correspondence, entering and retrieving computer data, copying and filing documents, sending and receiving faxes, answering the telephone, establishing and maintaining filing systems, etc.

- Position Minimum Requirements

- Requires a technical college diploma supplemented by five to seven years of experience in building trades, general construction, project management, or closely related field; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess a valid state driver's license.
- Has thorough knowledge of the methods, procedures, and policies of the Housing Rehabilitation Program of the Community Development Department as they pertain to the performance of duties of the Rehabilitation Construction Inspector. Has knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position. Has considerable knowledge of the specific requirements and policies of the program. Has considerable knowledge of building maintenance methods and procedures as reflected in the needs and requirements of the organization. Is skilled in developing, organizing, and implementing various programs and projects of the department. Has working knowledge of engineering, architecture, and construction theories and practices as they relate to the rehabilitation of housing communities. Has knowledge of the standard tools, materials, and practices of the trades. Is skilled in the care and use of required tools and equipment. Is able to make repairs and adjustments to equipment. Has knowledge of the occupational hazards and safety precautions of the trades. Has considerable knowledge of all applicable building codes, zoning ordinances and housing standards and is able to ensure compliance in all department projects. Is able to schedule and plan facilities construction and rehabilitation activities. Is able to undertake construction and renovation of entire units for the department. Is able to offer training and assistance to co-workers and employees of other departments as required. Is able to use independent judgment and discretion in supervising various programs including the handling of emergency situations, determining procedures, setting priorities, setting schedules, maintaining standards, planning for future agency needs and resolving problems. Is able to help plan and develop daily, short and long term goals related to agency purposes. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to plan, organize, and prioritize daily assignments and work activities. Is able to learn and utilize new skills and information to improve job performance and efficiency. Has knowledge of proper English usage, punctuation, spelling, and grammar. Has knowledge of modern office practices and technology. Is skilled in the use of computers for word processing and records management. Has the mathematical ability to handle required calculations.
