General Job Description

ESSENTIAL DUTIES & RESPONSIBILITIES Under limited supervision, performs construction management duties, inspection, and quality assurance related to roadway infrastructure. This position is responsible for various activities associated with the county road drainage network and for ensuring that the proper installation and/or repair of infrastructure is being done in accordance with County Policy, Standards, Designs, and Specifications. Directly reports to the Operations Manager of the Public Works Department.

Duties for this Position
  • General Responsibilities 1. Ensures that all appropriate safety regulations are understood and complied with by employees and non-employees on all applicable worksites. 2. Sets and maintains high standards of conduct both personally and for any assigned employees. 3. Assesses and records damaged county infrastructure within the right-of-way to include: asphalt roadways, guardrail, drainage structures, and other various infrastructure. 4. This position will prioritize, schedule, supervise, and manage work orders that are needed to maintain and improve county infrastructure. 5. Responsible for the measurement of work performed and the keeping of records, for the purpose of documentation of infrastructure condition. 6. Assign, manage, coordinate, and execute work within a set timeline and budgetary limits. 7. Must possess the ability to make field adjustments during on-going work activities. 8. Must be able to set up and operate a sight level, laser level and/or GPS as needed for various projects and perform the necessary calculations to evaluate drainage infrastructure. 9. Must be able to set up and operate specialized closed captioned television (CCTV) equipment designed for pipe inspections. 10. Must be able to understand and work with specialized software in the operation of CCTV equipment in order to document and conditions of drainage infrastructure. 11. Must have the ability to compile the necessary information for construction projects to include: performing take-offs/existing infrastructure measurements, preparing estimates, and tracking job costs. 12. Coordinates with staff from other departments for various projects and events. 13. Ensures the safety of the public, contractor, and any other person related to the project during construction. 14. Answers technical questions and provides information and assistance to various departments and others. 15. Responds to and resolves public inquiries, complaints, and claims related to construction projects and roadway maintenance. 16. Conducts and attends meetings, keeps current on applicable standards and industry issues by attending seminars and workshops. 17. Must be proficient in Microsoft Office to include: Word, Excel, Outlook 18. If assigned, supervisory duties include: instruction, assignment, review, planning of work, maintaining safety standards, coordination, allocation of personnel, interviewing and selection of new employees, administration of employee issues and problems, promotions, yearly employee evaluations, and disciplinary actions. 19. Responds to emergency calls as needed. 20. Receives, reviews, prepares and/or submit various records and reports, including but not limited to, routine reports, technical analyses, requisitions, budgetary documents, financial statements, accident reports, job applications, performance appraisals, disciplinary actions, statistical analyses, cost estimates, invoices, specifications, presentation materials, memos, correspondence, etc. 21. Operate a variety of equipment to include but not limited to: vehicle, camera, pipe inspection equipment, two-way radio, copier, computer, calculator and telephone. 22. Performs additional related duties as required.
Position Minimum Requirements
  • Certificates, Licenses, Registrations: Any combination of civil engineering education and experience that is equivalent to graduation from a technical college or three (3) years of experience in the construction and maintenance industry. Supervisory experience is preferred. Valid Driver’s License with good driving record required.
