General Job Description

The Business Development and Property Manager, under the general supervision and in coordination with Airport Senior Staff, is responsible for the retention and development of business for Horry County Department of Airports. Primary responsibilities include tenant relations and compliance, development of solicitation documents and lease/contract documents, promote business development and revenue initiatives, marketing, and media/public relations. This position will report to the Assistant Director of Airports.

Duties for this Position
  • ESSENTIAL DUTIES & RESPONSIBILITIES: ? Plans, administers, and develops new and expanded business in the Airport system. ? Develop request for proposals (RFP), request for qualifications (RFQ) and bid specifications for all revenue producing ventures. ? Oversee the negotiation, development, drafting and implementation of leases/contracts with airline and non-airline tenants, in accordance with County standards and best practices. ? Manage HCDA leased properties and responsible for monitoring and enforcing compliance with associated agreement(s). ? Act as the liaison between HCDA/County departments and tenants/customers on a variety of items, including but not limited to, billing, insurance, legal matters, and general compliance. ? Research industry best practices, analyze trends and identifies issues and use such findings to implement improvements for HCDA. ? Assists with marketing, media/public relations, economic development, and air service development. ? Develops, prepares, and presents detailed narrative, statistical, financial, and promotional presentations for various groups and individuals. ? Represents HCDA in meetings with other public and private organizations. ? Perform other duties as required.
Position Minimum Requirements
  • KNOWLEDGE & ABILITIES: ? Experience managing and administering agreements. ? Ability to develop positive business relationships and achieve results. ? Strong organizational and time management abilities, including the ability to adapt and change existing priorities. ? Team oriented with a history of being a self-starter and the ability to work with minimal supervision. ? Ability to develop and present high level presentations. ? Ability to work in a fast-paced environment. ? Highly analytical with ability to identify, develop and implement viable opportunities. QUALIFICATIONS: ? Graduation from an accredited college or university with major course work in Business Administration, Real Estate, Aviation Administration, or related field; three (3) years’ experience in commercial contract administration or properties management; or any equivalent combination of related training and experience. ? Effective communication skills, both verbal and written, with demonstrated customer service skills. ? Maintain confidentiality of all proprietary information as required by the County. ? Proficient with Microsoft Word, Excel, and PowerPoint. ? Candidate must pass a background check without indication of possible aviation security risk as required by the Transportation Security Administration, a valid SC motor vehicle operator’s license, and meet pre-employment drug screening requirements.
