Why not live where most people love to vacation! Horry County is seeking a Director of Parks and Recreation to help guide our growth and lead a dedicated team parks and recreation professionals. Horry County operates over 30 different recreational facilities, 28 boat landings, and 22 beach accesses serving all different ages of locals and tourists alike. The construction of two new recreation centers as well as two other major park expansions will be completed over the next three years. Will also assist in the development of a new, regionally significant, 500 acre Rural Civic and Equestrian Arena with Convention Halls, Restaurants, and RV Campground. Under limited supervision, the Director supervises, plans and directs the activities of the Parks & Recreation Department in order to ensure the proper provision and administration of parks & recreation programs, activities, and facilities. Develops policies and procedures to ensure that the Parks & Recreation programs reflect the best use of allocated funds. Prepares and administers department budget, ensures all work is conducted within budgetary constraints and according to County policy, codes and standards of quality. Provides and encourages professional development opportunities for staff. Attends local, regional, and national parks and recreation related conferences and shows to ensure our practices are state of the art and trend setting. Salary dependent on qualifications. Anticipated hiring range $110-130K but final offer could be lower or higher depending on qualifications. Reports to the Assistant County Administrator of for Infrastructure & Regulation.

Duties for this Position
  • Directs and oversees the activities Parks & Recreation personnel; assigns workloads and establishes work schedules; directs and supervises duties of assigned staff. Supervisor duties include instruction, assigning, reviewing and planning work of others; maintaining standards; allocating personnel; selecting new employees’ acting on employee problems; recommending salary increases; and recommending and approving employee transfers, promotions, discipline and discharges.
  • Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
  • Develops and implements policies, programs, practices and procedures for proper maintenance of County parks and recreational facilities. Evaluates the effectiveness and efficiency of department operations; establishes short and long-term priorities and strategies in order to meet departmental goals. Coordinates with the Facilities Department on construction of Parks & Recreation capital projects.
  • Monitors athletic and non-athletic programs in progress, ensuring compliance with schedules, safety protocols and applicable league standards.
  • Ensures effective cost allocation of equipment, materials, and personnel for department activities.
  • Prepares annual operating and capital budget, monitors accounting records, reviews and approves requisitions, ensures the department operates within approved budgets.
  • Maintains appropriate records of department operations.
  • Provides direct coordination and administrative assistance to the Assistant County Administrator of Infrastructure & Regulation in the areas of park and recreation management.
  • Maintains an awareness of the needs and interests of pertinent community recreation groups and establishes beneficial relationships with these groups.
  • Coordinates with appropriate municipal recreation departments within the County.
  • Researches and evaluates departmental accidents and safety violations.
  • Attends meetings and serves on committees as appropriate.
  • May be required to respond to emergency calls or work during emergencies.
  • Interacts and communicates with various groups and individuals such as the County Administrator, Assistant County Administrators, County Council, County department heads and employees, subordinates, officials, state and federal agencies, Grants Administrators, and the public.
Position Minimum Requirements
  • Requires a Bachelor’s degree in Parks and Recreation management, Public Administration, or a related field and 10 to 15 years of experience in Parks and Recreation Management with 6-9 years in senior management; or any equivalent combination of education and experience which provides the required skills, knowledge, and abilities.
  • Must be able to pass the required pre-employment physical and background check.
