General Job Description

Under general supervision of the Director of Public Works, provides complete project management for all assignments. This may include review of new road construction projects, intradepartmental projects, record drawings, and performing construction inspections associated with assigned projects. Responsible for acquiring necessary permits (SCDOT, SCDHEC, and ACOE) to complete projects. Develops cost estimates and budgets for each project. The Civil Engineering Associate I is the primary decision maker for their projects with assistance/review by the Director of Public Works as needed.

Duties for this Position
  • Performs a variety of related duties including field surveying, researching, preparing and obtaining easements, preparing cost estimates, performing basic design calculations, scheduling, and writing contracts, letters, and memos. • Management of construction and repair of bridges, roadways, and drainage systems, as well as other special projects • Reviews construction plans for county roads and other county infrastructure projects for compliance with established standards and project design criteria • Coordinates with environmental consultants to ensure compliance with applicable state and federal laws • Develops cost estimates • Coordinates with engineering firms and contractors to resolve design, environmental, and construction issues on county infrastructure projects • Assists in overseeing inspections and preparation of analysis, records and reports concerning inspections as necessary • Provides customer service by responding to issues and/or complaints from the public, engineers, and contractors on both county roadway and infrastructure projects • Interacts on a formal and an informal basis with residents, citizen groups, etc. to discuss and resolve problems related to Public Work construction projects • Assesses drainage issues and makes recommendations for improvements / repairs • Performs civil engineering design and / or field surveying • Obtains right-of-way easements from private property owners for roadway and drainage improvements • Provides technical assistance to other departments as necessary • Performs related duties as may be required.
Position Minimum Requirements
  • KNOWLEDGE & ABILITIES QUALIFICATIONS Use of technology such as computers, calculators, surveying instruments, and GPS will be required. GIS mapping skills are necessary in order to perform the job. Extensive field work and interaction with the public is necessary. Good verbal and written communication skills are essential. Certificates, Licenses, Registrations: Bachelor of Science Degree in Civil Engineering or related field, OR Associate’s Degree in Civil Engineering Technology or related field and eight (8) years related field experience.
