General Job Description
Under limited supervision, assists in the implementation of the Horry County NPDES permit through watershed based planning efforts. Primary responsibilities will be to develop coalitions with stakeholder groups and build community support for stormwater projects and initiatives. Will serve as project administrator for watershed management studies and prepare reports and make public presentations.

- SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Coordinate with Coastal Waccamaw Stormwater Education Consortium education partners and SMS4 members regarding outreach and education activities; participate in planning and implementation of activities as appropriate
2. Coordinate with SC DHEC Stormwater Permitting and Compliance staff
3. Coordinate with NRCS and Horry Soil and Water Conservation District staff regarding watershed maintenance, watershed conservation districts, essay contest, and other environmental projects such as 319 water quality improvement grants
4. Coordinate with Waccamaw Regional Council of Governments environmental staff regarding regional water quality initiatives and projects including 319 water quality improvement grants
5. Coordinate periodic updates to stormwater management ordinance and design manual, as warranted; conduct research and provide suggestions for revisions to these documents; serve as liaison with stormwater program consultant
6. Track national, state and regional trends in stormwater policies and procedures
7. Respond to requests for information from HOAs, including as-built plans (digital and printed); and respond to requests for information from the public; provide onsite consultations as needed
8. Maintain and update Horry County Stormwater Management website
9. Conduct presentations to the Public and interviews with television media as warranted
10. Keep documentation and prepare periodic reports to SC DHEC for NPDES SMS4 and SC DHEC Pesticide and Herbicide compliance
11. Participate and facilitate SMS4 stormwater program audits by SC DHEC compliance staff
12. Primary liaison with Towns of Atlantic Beach and Briarcliffe Acres; prepare documents and periodic reports to SC DHEC for SMS4 NPDES compliance
13. Update Stormwater Management Plan as needed and ensure compliance with specified completion dates; update SWMP as needed for Towns of Atlantic Beach and Briarcliffe Acres and ensure compliance with completion dates
14. Conduct annual training for county employees and officials; conduct annual training for employees/officials in the Towns of Atlantic Beach and Briarcliffe Acres; serve as point of contact for both towns regarding stormwater and drainage concerns
15. Ensure that long-term advisory signs are posted at appropriate locations at beach outfalls, including SC DHEC beach monitoring stations
16. Track CEPSCI certification and training for county erosion and sediment control inspectors
17. Maintain membership in the SC Association of Stormwater Managers and participate in quarterly meetings, as feasible
18. Help develop and maintain Horry County’s watershed plan as it pertains to water quality. This includes developing and implementing projects to promote water quality throughout the County watersheds
19. Must possess software proficiency in Microsoft Excel, Word, PowerPoint, and Outlook; Adobe; and computerized accounting systems.
20. Performs other related duties as required.
- Position Minimum Requirements

- Bachelor’s degree in environmental sciences, water resources or civil engineering and a minimum of three years of water resources or watershed planning, engineering experience; or any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
