General Job Description

Under minimal supervision, performs complex specialized administrative duties concerning the coordination of services and official communications to community officials and the public concerning County Council activities. Ensures the efficient and effective operation of the Council office in cooperation with other County government offices. Fulfills the legal requirements of the Clerk of County Council as required by State Statute.

Duties for this Position
  • Responsible for the recording and transcribing of all minutes of regular, special and committee meetings of Council; composes minutes to become permanent record; analyzes minutes to determine actions needed in preparation of agenda, motions, ordinances, awards, resolutions, proclamations, etc., and ensures they are acted upon. Prepares agenda for all Council meetings; prepares agenda packets with documentation for items on agenda.
  • Keeps Council members informed of state and national issues that relate to County government.
  • Attends Council meetings as required.
  • Supervises subordinate office employees; supervisory duties include but are not limited to: instructing, assigning, reviewing, and planning work for others; maintaining standards; coordinating activities; selecting new employees and recommending the discipline, discharge, transfer and promotion of employees. Offers advice and assistance as needed.
  • Prepares and oversees County Council’s operating departmental budget.
  • Notifies media of Council meetings and forwards copies of agenda; publishes notices of public hearings in the newspaper; notifies appropriate department/agency of public hearings and readings of ordinances.
  • Balances Council’s travel and recreation accounts; coordinates travel and hotel reservations and accommodations.
  • Coordinates all travel arrangements and expenses records for Council Members.
  • Prepares road fee forms for approval by Council members.
  • Receives, reviews, and prepares various forms and related documents to include production reports, billing, invoices, personal checks, phone messages, Dictaphone tapes, correspondence, balance sheets, budgets, council packets, minutes, legal documents, requisitions, ethic reports, etc.
  • Interacts and communicates with various groups and individuals to include Chairman of County Council, County Council Members, County Administrator, County department staff, general public, Boards and Commissions, etc.
  • Receives, reviews and acts on citizen complaints.
  • Maintains updated knowledge as to all pertinent laws, regulations and standards concerning and affecting County Council’s procedure and operation.
  • Performs other related duties as required.
Position Minimum Requirements
  • Requires an Associate’s degree in Secretarial Science supplemented by six (6) to nine (9) years of secretarial experience, some of which has been with County government. Must be able to take dictation and type quickly and accurately.
