General Job Description

Under general supervision of the Deputy Stormwater Manager, provides complete project management for all assignments. This may include review of new development construction plans, record drawings, and performing construction inspections associated with assigned projects. The Civil Engineering Associate I is the primary decision maker for their projects with assistance/review by the Deputy Stormwater Manager as needed. Handles all stormwater service requests and drainage improvement projects in their assigned area.

Duties for this Position
  • Performs a variety of related duties including field surveying, researching, preparing and obtaining drainage easements, preparing cost estimates, performing basic drainage design calculations, and writing letters and memos.
  • Reviews construction plans for county roads and other county infrastructure projects for compliance with established standards and project design criteria.
  • Reviews residential and commercial land development subdivision plats, construction plans, and record drawings and stormwater calculations for compliance with the Horry County Land Development Regulations Federal, State and County Stormwater Regulations.
  • Coordinates with engineering firms and contractors to resolve design and construction issues on county infrastructure projects and land development projects.
  • Provides customer service by responding to issues and/or complaints from the public and from developers, engineers, and contractors on both land development projects and county roadway / drainage infrastructure both in and off of the right of way.
  • Assesses drainage issues and makes recommendations for improvements / repairs.
  • Performs civil engineering design and / or field surveying of improvements to drainage facilities and conveyances.
  • Prepares construction cost estimates for county projects, and reviews the engineer’s opinion of cost for land development projects.
  • Obtains right-of-way easements from private property owners for drainage improvements.
  • Performs related duties as may be required.
Position Minimum Requirements
  • KNOWLEDGE & ABILITIES QUALIFICATIONS: Use of technology such as computers, calculators, surveying instruments, and GPS will be required. GIS mapping skills are necessary in order to perform the job. Extensive field work and interaction with the public is necessary. Good verbal and written communication skills are essential.
  • Certificates, Licenses, Registrations: Bachelor of Science Degree in Civil Engineering or related field, OR Associate’s Degree in Civil Engineering Technology or related field and eight (8) years related field experience.

  • Work Environment: May work in inclement weather conditions. Works both indoors and outdoors in office and construction environments. Normal exposure to noise and disruptions but moderate degree of stress. Periodically work beyond normal work hours or works on-call or on an as-needed basis. Work daily with volatile and potentially hostile or aggressive clients.
